On 4 August 2026, Serbia acceded to the UN Additional Protocol to the CMR Convention concerning the electronic consignment note (eCMR).
The Protocol will enter into force for Serbia on 2 November 2026, further expanding the legal use of eCMR across Europe. Serbia becomes the 43rd country to join the eCMR framework, following recent accessions by other Balkan countries, including Albania, North Macedonia and Montenegro.
What does this mean for carriers and shippers?

For companies transporting goods to, from or through Serbia, this is another step towards fully digital transport documentation.

eCMR replaces the traditional paper consignment note with a secure digital document, helping carriers and shippers:

  • Reduce paperwork and administrative work
  • Access transport documents and proof of delivery faster
  • Reduce manual data entry and errors
  • Improve visibility and collaboration between transport partners
  • Speed up invoicing and document processing

Serbia's accession adds another piece to the growing European eCMR network. As more countries adopt eCMR, cross-border transport becomes increasingly connected.

The momentum towards digitalisation is building

Serbia's eCMR accession is happening alongside other major developments in European transport digitalisation. In Spain, DeCA (Documento de Control Administrativo) will need to be available electronically for relevant road transport operations from October 2026, while the eFTI framework will become applicable in 2027.

Together, these developments show a clear direction that transport documentation is becoming increasingly digital across Europe.
